Administrators (Admin) can access to the Administration Panel which allow you to open new category, forum, blog, groups and more...
Admin can also list anyone into any group he like by access to the Users and Groups section in the Admin panel.
Admin rank is higher than a mod
Admin can be the group leader of mods group.
You can't mix 2 group together

I think CAPS is something you on caps lock when shouting or scolding at someone.
